The Former President's Woke Warning Overlooks Europe's True Danger: Economic Decline.

The recent US security policy document presents a flawed view of the European Union. It claims that unrestrained immigration and what it terms "woke" agendas represent an existential threat to European civilization. However, this argument rests on a fundamental misreading of the reality. The actual challenge confronting the EU is not cultural but economic and technological backwardness.

A Glaring Growth Divide Between the US and Europe

Statistics paint a stark contrast. From 2008 and 2023, US GDP grew by eighty-seven percent, while a mere 13.5% increase for the EU. During this period, European income per person dropped from over three-quarters to just 50% of the US level. Remarkably, even the poorest US state now boasts a greater average income than several leading European economies like Italy and France.

Today, about half of the world’s top fifty technology firms are American, while only four are European.

The Innovation Deficit: A Critical Problem

The growing economic gap stems from superior efficiency gains in the United States, largely due to breakthroughs and higher total factor productivity. The scene of global tech leadership is overwhelmingly US-centric. Over the past five decades, 241 US firms have grown into enterprises valued at more than $10bn, versus just 14 in the European continent.

This disparity prompts a vital question: As the competition for tomorrow's sectors like semiconductors, AI, and quantum computing, what is Europe stand? Most analysts concede it is essentially a two-horse race between the US and China, with European nations starting at a significant disadvantage.

Root Causes of Europe's Technological Lag

Several major reasons explain this technological divide.

  • Financing Ecosystem: The US boasts a far deeper and more dynamic system for financing new ventures. The EU still lacks a true unified investment market, a factor that limits the growth potential of new firms.
  • Regulatory Fragmentation: Excessive and fragmented rules hamper Europe. A US startup can launch a service under a single regulatory framework to access a market of over 330 million. The EU, despite a bigger population size, is split among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Views on risk-taking vary greatly. In parts of Europe, a startup's collapse was once viewed with penalties, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The US benefits from a tightly woven innovation pipeline linking defense and academia. Europe's long-term lack of spending in defense has weakened its ability in breakthrough innovation.

A Path Forward: Reasons for Cautious Optimism

Despite these challenges, one can find reasons for hope. Policymakers are increasingly aware of the existential challenge and have begun to propose substantial change. Key analyses on European competitiveness and the single market highlight the necessity of sweeping changes.

With the right incentives and rule changes, Europe's strengths might enable far greater levels of business-led breakthroughs.

The continent retains considerable strengths: skilled workforce, excellent schools and universities, and premier labs. Alongside a vast domestic consumer base and high savings rates, these foundations could unleash a surge of venture creation.

Importantly, even if the EU does not become the leader in developing cutting-edge technologies, it can still significantly increase economic output by adopting and adapting advancements from other regions.

A Critical Juncture

Europe now stands at a critical moment. To paraphrase a famous line, decline often happens "slowly, then all at once". To date, the continent's slide in innovation has been steady. However, if it fails to take bold steps to address its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of world influence.
