The Failure of the 28-Article Peace Proposal for Ukraine: How Diplomatic Efforts Continue to Falter

Europe felt a moment of respite on Monday, as the crisis triggered by the announcement of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been defused. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of rocket attacks on Kyiv.

The Cycle of Diplomacy and Destruction

The succession of conflicting incidents captured the grim essence of the current period. By day, negotiation efforts are fought: hopeful statements are delivered from various governments. Immense energy is devoted on restraining certain initiatives. By night, the Kremlin brutally reminds the world that, for them, war remains the primary tool for achieving "peace".

After-Dark Attacks

As Russia's attack developed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is capable of detecting projectile deployments from across the border, a capability enabled by current data. From witness perspectives, defense planes that had been dispatched to counter approaching aerial threats streaked across the sky – advanced fighter aircraft provided to Ukraine by Western partners.

Shortly after, Kyiv's anti-aircraft weapons activated: several firings targeted at a hostile projectile. This was a modern interception technology at work, most likely provided by partner states. Every deployment jolts you unexpectedly, shaking the windows. The brief panic quickly becomes sober acceptance: maybe the incoming missile won't cause damage this time, sparing the city from ruin and another blackout.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft somewhere nearby, part of a mobile-fire group – almost certainly Western-made equipment. Sadly, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.

Intermittently, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, destruction and utility failures in multiple buildings as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those 24 hours demonstrated Ukraine's critical military reliance on international aid – a dependence that neighboring countries are evidently unprepared to replace in the near term.

Ineffective Peace Efforts

The 28-point plan from American leadership generated strong feelings, discussion and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.

Every new proposal from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They stabilise the situation but never actually secure success. This trend will, undoubtedly, persist.

Political Considerations

It is easy to blame certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington works based on a premise familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House believes that it is impossible to pressure the Kremlin to abandon the land that it currently occupies in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, Washington does minimal to deter Moscow, through words or deeds, from thinking that the current condition will not evolve additionally in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is convinced that duration works to their advantage – that Ukraine and its allies are approaching exhaustion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's government remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, progressively conceding civilians and areas but avoiding a entire defensive failure until circumstances change in its benefit.

Existing Situation

Objectively, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to mediate resolution and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not switch to domestic problems. And although their mission will now be much harder after recent developments, it remains very improbable that this will alter their fundamental strategy.

These two forces are influencing discussions.

Assessment and Future

It took a mere seven days to kill the 28 points of the most recent proposal. Forceful and unpredictable management of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, recent disclosures, all achieved their purpose.

While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should reach an essential realization: Ukraine and Europe will only be able to counter political attacks from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they remain united and enhance their military capacity at a much faster pace. If they do, neither external pressure nor military threats will be able to overcome them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the coming months, mainly require sustained allied backing.
